
To strengthen national security and prevent potential threats to the country’s interests, on 19 June 2025, the Latvian Parliament (Saeima) adopted the Law on Restriction of Transactions Threatening National Security. The new law prohibits citizens of Russia and Belarus from purchasing real estate in Latvia.
Ban Also Applies to Legal Entities
The law extends the property purchase ban not only to individuals, but also to:

Legal entities registered in Russia or Belarus,

Companies in which Russian or Belarusian citizens own at least 25% of shares or capital,

Entities where such individuals are beneficial owners,
-
And legal entities established in Russia or Belarus.
The restriction applies to transactions concluded after the law enters into force.
Hybrid Threats and National Security
According to the law’s authors, Russia uses non-military tools of influence as part of its hybrid warfare, including indirect acquisition of real estate abroad. Such actions can later be used to justify aggression under the pretext of “protecting” its citizens. Given Latvia’s proximity to Russia, proactive security measures are deemed necessary.
Legal Responsibility Lies with Sellers
The law clearly states that ignorance of the law does not exempt from responsibility. Real estate sellers must verify that the buyer complies with the legal criteria. Failure to do so may result in the transaction being deemed invalid.
